Prioritize civilian initiatives first (military comes second) — I blew all my first budget on barracks and regretted it instantly. No 民心 = no support = rebel uprisings. Start with civilian stuff: hospitals, schools, water supplies. These boost stability, make zones turn green, and keep your reputation from tanking. Military only kicks in when rebels show up—don’t rush it.

Watch your reputation like your life depends on it — Reputation hits 0, you lose. Full stop. Stability = reputation, reputation = more budget. Focus on stabilizing zones first; even if rebels are around, keep building civilian stuff to keep your reputation high. It’s the foundation of every win.

Don’t spread budget thin—double down on key zones — Newbies try to fix every zone equally. Bad move. Pick 1-2 core zones (the ones with the most rebels or lowest stability) and pour all your budget there. Fix those first, then expand. Spreading resources thin means you never fix anything.
